How do you make mascara stop smuging under your eye afte a couples of hours wearing it?

After a couple of hours my mascara, starts makeing this line underneth my eye, how do i make this stop.
people tell me its the eyeliner that i put on wrong but i know its not cuz i have had years of experience on that.
It looks like bags under my eyes
I also do wear waterproof mascara ( maybelline)

What is a good mascara for contact lenses?

I was thinking of buying Maybelline's great lash because i have a coupon but heard lots of negative feedback for it.
Also, please only include mascaras that you can buy in drugstores. As much as I'd like to buy a DiorShow mascara, I can't afford $20 worth for a mascara.
