What\'s the best type of mascara for people with thin, short eyelashes?

I've always desired gorgeous eyelashes, thick, long, separated, and natural looking. How can I achieve this with a mascara that is:
A) lengthening ( i'd love this above all!)
B)thickening (not too much)
C) separating (not spider legs..heehe :] )
and
D) not super expensive.
I know its a lot to ask for but has anyone found a mascara like this? oh and also i have pretty short and kinda thin lashes. and i don't want to put false ones on.

How can I stop my mascara from smudging underneath my eyes?

Is there a cheap brand of mascara that I am not likely to be allergic to?
