Clinique if you wanna splurge a little ($15) or Maybelline Great lash is pretty good about ($6-$7).
Professional make up artists like Carmindy on What Not to Wear use good old Maybelline in the pink and green container. It is still the best.

Mabeline makes the best mascara's I have used at a drugstore price and even better than some department store brands! They make a waterproof one and its like 5 or 6 dollars!
either maybelline volum'express or maybelline lash stylist. Bourjois is better though more expensive and less well known in america??
