You can tint your eyelashes, this is just a mascara that stays in for about 50 days, you can get it in loads of different colours and you’ll usually get it in all chemists, it only costs about £8.
you could use a dark eyeliner on the very top of your lashlines, then curl your lashes with a eyelash curler that heats up ($10) at walmart
vaseline. just rub some onto your lashes w/ your fingers. it makes them shinier and fuller-looking. if you have an eyelash curler, that definitely helps also!
