Well, i just bought a new mascara that doesnt do that - Rimmel Maxxx Lash. It really depends on the mascara, maybe try something of a more expensive brand like Dior or Channel, as a general rule, the more expensive, the better quality. As an alternative, you could put the non waterproof mascara on first, then with the waterproof mascara, add a light layer on the under side of the top lashes. I find this works great.

They sell this stuff that you put on after your mascara to make it waterproof. I like it better than waterproof mascara because it doesn't make it clumpy. You can get it at sephora. they have a few different brands.
